Of course anyone can buy them. It's a free country. But if you are a guy you may look kinda foolish buying "Seventeen" magazine... or whichever.
If that sort of thing doesn't bother you then go ahead. The only women's magazine you may not be able to buy is adult mags... if you aren't at least 18 years old.
