depends on the quality of the person designing the cover and how extensive the design is. designing the cover should be a fixed cost; however, if you need additional design work, you have to cough up more money.. if it's a big magazine and a lot of work is involved, you should charge more money, but typically you should pay by hour -- student work - $10/hr, professional work - upwards of $20/hr
