no it is okay for people younger than 17 to read it but you may not want really young kids reading it because it focuses on unimportant things like hott boys and girls

This was an issue when I was younger and wanted to start reading Seventeen magazine. I think in some cases, yes, it's for a more mature audience. But now a days, kids are having sexual relations at younger ages that when I was in school. I guess it really depends on the teens own maturity. I guess it's better to know what every other girl is going through though too.
It depends on whether you want your child to see how others think in the world and mature too fast or not. Some of the things I've seen in there would disturb me if anyone under age 16 saw them.

no there for teens and everyone above 17 they probaly got the name from doing a survey about what age group reads 17 and people probally voted 17 and thats how they got there name for the magazine??
