If you intend to make a profit, it a business. If you have employees, it is a business. If you do not intend to make a profit, it is a hobby, but you still must pay taxes on any income. If you make more than $400 per year from it, you need to pay self-employment taxes on a regular basis. See irs.gov
If you are selling it by subscription or by issue, or are selling advertising space, then it absolutely is a business. As someone else stated earlier, there are taxes associated therewith, and there are likely business licences and other administrativa that you need to atend-to in short order to avoid getting afoul of regulations. even if it is FREE, you may need distribution permits and other such.
