You can try Teen Vogue. It's a high mostly has designer clothigns in the magazine. Not too slutty..and its pretty darn popular.
You can try Star Magazine. I like it very much. It has the latest fab fashion and beauty secrets. And it is on sale now, i found that a recent deal for it is only $52 instead of $109.

it mostly talks about fashion and beauty and rarely or never about sex.

I'm pretty sure you could also read just Vouge but I'm not sure. I know not to read just Cosmopolition because of what it has in it, but they also have a seperate fashion magazine that is also available.

Try SEVENTEEN magazine. It's really good, but occasionally they have a short skirt here and there. Allure is really good. It allllll make up.
