If you own FHM magazines, I have a question about a magazine?

Ok, I've always been curious and it is a long story behind the reason, but I am trying to find one particular FHM magazine. What issue has an article that lists the hotness of men in all the countries from best looking to ugliest. It has pictures of girls in underwear with each countries flags on them.

I was wondering the year and month, thanks! Oh and I think it is about men, but could be about women and perhaps around 2003.
