Hef picks....how he determines the winner is not known. One year, he picked a winner who supposedly witnessed a rape at the mansion, but kept her mouth shut when authorities were investigating. She was rewarded by being picked the winner. Of course, another year he picked the woman who would be his wife. Mostly, I think its just whoever he thinks will bring the most positive publicity to his empire.
