No, I don't think that it is a scam. If it was, they would have gotten into deep trouble by now. It is a serious crime to run a fraudulent contest. I doubt any credible magazine would chance the penalties of running a scam like that. Hearst Corporation has a lot of money and a lot of credibility to do something like that.
My sister won a cashmere sweater in the Glamor magazine contest a while back. (It was quite an expensive sweater.) So yes, real people do win those contests.
