Answers:
start mailing big company's (such as hearst..........u no...cosmo?) with a letter, and sample magazine. as for making the actual magazine, u can use microsoft word for the text, photoshop for the photo's, etc to make a basic mag that'll do the trick for submission. when & if ur submission is accepted, they'll give u the better supplies to organize ur ideas in a better way.
