I'm not quite sure they will respond to you but figuring out email addresses is fairly easy. First I checked their contact page, http://www.cosmopolitan.com/magazine/abo... , and they have several generic email addresses up. You can use these email addresses if they fit your needs. You, though, will have no idea who will be reading your letter.

If you know the name of the person you want to send it to you just have to find an email on the website that will give you the email format and apply that person's name to the format. I found several individual's email addresses here http://www.cosmopolitan.com/advertise-on... according to their email addresses it's first letter first name then the last name@hearst.com. I just tested the link and it didn't bring me to the page so if you don't get the page for advertising on line just click on the link for advertising on line located on the bottom of the page. This is not guaranteed to work but it's probably your best bet. I've contacted CEO's at several companies by following this.

Keep in mind, though, if you are trying to reach a specific writer it is possilble that they could be freelance and therefore do not have a company email address. Unfortunately I don't have any suggestions for that one.
