Question:

From whom one should take permission to start someone's own magazine?is the publishing house necessary there?

should we take permission from some department of government?how much money is required to take permission?


Answers:

My answer may not be appicable in the states but in the UK I believe that basically anyone can produce a magazine, without 'permission'. Obviously you would have to be mindful that none of the content is harmful or in too bad taste etc.
A publishing House basically facilitates the entire process of editing, proof reading, printing and distribution (I'm sure that's not all that they do either).
If you only want to keep things small scale I can't see why you can't do it yourself - but, if you want a wide distribution, to maximise sales etc, then a Publishing House would be the way to go. They specialise in their field and already have more information/skills than you could possibly handle. A perfect example - You produce 1,000 copies of your mag, but only manage to sell 20 = A HUGE financial loss for you. A Production House knocks out the same (they would have to have had faith in the mag first though!) and they shoulder the costs (as far as I know!). However, I am always surprised at what individuals manage to achieve when they put their minds to it
