Blind people (and indeed their dogs) do NOT need the information on it!. The sign is therefore intended for dog owners who are not allowed to enter with their dogs (i!.e!. the sighted)!. Therefore your attempted humour is about as funny as this explanation of why it is not funny (i!.e!. 'not at all')!.
