The flight attendant referred to the cabin lights coming on as breakfast lights, meaning lights that were turned on so that people could see to eat breakfast!. (Apparently it was a long overnight flight that had meal service, though why they'd be serving breakfast thirty minutes before landing is beyond me!.)
The awakened passenger referred to the lights with the vulgar modifier "fcking" because he was asleep and did not appreciate the light disturbing him!. He could have called them stupid lights or annoying lights, but fcking lights more completely expresses his displeasure!.
The flight attendant chose to have some fun with him by pretending to take the phrase "fcking lights" literally, as in lights to fck by, rather than lights to have breakfast by, implying that the grumpy passenger missed out on some kind of orgy!.
