it's about a very short (possibly blind) man who sat on a chair every day in the circus (or freak show or something). Someone who was his rival kept cutting the legs of the chair by half an inch every day, so the short person thought he kept getting taller. Since he thought that because of this he would get fired, and he would not be able to get another job, he quit his job and jumped off a bridge in his desperation.
If he could only see the sawdust.

It means if you can see what will happen things will be avoided
