It's a joke because it's funny for the person who tells it rather than the one who is being told it, for someone who has never heard the they begin to expect a funny punchline for the ludicrous sounds first line. upon hearing the anti climatic punchline the joke teller can feel mentally superior for telling it and therefore can laugh at the others misfortune as they have been tricked rather easily.
Either that or just 'cos you've gotta have a joke that everyone alters to make slightly funnier ones if still dreadfully awful ones : /
