no. blood is never blue. It just appears to be blue because of the veins and the way the light hits the veins. It also appears to be blue because the veins travel towards the heart which means that it is deoxygenated blood which causes it to lose its reddish color (which comes from the iron in our body i believe).

Your blood turns red when it passes through the lungs and the cells absorb/collect oxygen. Once the blood begins to circulate through the body the cells pass the oxygen into the rest of the body, then losing their red coloring. This means that when traveling to your extremities your veins will be red. The veins that appear blue are returning to your lungs to be replenished with oxygen, repeating the cycle.
