Nice play on words. For the first question, the tree is cut down because its big, then the tree is cut up because it makes the tree more mobile if moved piece by piece instead of one whole piece. For the second question, the tree does make a sound, its just no one is around to hear it.

1. The tree is cut Down so it becomes ground level from the cutters point of view of looking up at it. The tree is then cut UP into pieces from the trees point of view of looking up at the cutter.
