Think he was aware that birds fly, so yes he was being sarcastic, however, if birds in your area generally dont fly and were seen to be walking around at the time then I think he was for real.

NO. He was just saying that closing the gate wouldn't stop your milk bottles from getting pecked on.
The best thing you could do is fix your gate so the birds can't get under it.
But I don't see how you could do that since birds can fly. Therefore they could fly over the gate and then still peck at your milk bottles.
