He has a boat that he has to row and can only load it with only one of the three at a time. If he takes the hay firts, the tiger will eat the goat. if he takes the tiger, the goat will eat the hay. go back & get the hay
take the hay across
take the goat back, leaving the hay

Take the goat first then take the fox and the hay together.

The man should take the goat so that he can suvive and the tiger won't eat the hay so when the tiger leaves he can get the hay.
