Because the tanks are heavy and you want them hitting the water first.

Your goggle won't fall off your face and there is less chance of your air tube being disconnected or tangled

The impact of jumping in flippers first would not be safe or comfortable.

If they jumped in feet first, the water will attempt to tear the tank right off their shoulders.

If they fell "face first", the water would impact their mask too hard and possible dislodge it. Also, the impact of the water on the mouthpiece could loosen the diver's grip on it.

So there is no chance the weight of the tank could hit them on the head (though there will be no chance of that if they have kitted up properly) and so there is less pressure on their masks which makes them come off

I made the mistake of jumping in a pool with goggles on. Boy, it hurt!!!! Also, if they jump forward, they need to make sure they jump out far enough to not hit the tanks on the boat. So, it's easier just to sit and fall backwards.

not all do, just if they're in a small boat near the water, some jump straight down/in.

it is easier to get in the position that they need for going scuba diving.

There are two main ways to enter the water with SCUBA gear. The giant stride and the backroll.

The backroll has some nice advantages. First, you don't need to stand up and walk around a moving boat. With heavy scuba gear. And potentialy wearing fins. It is also fairly easy, you just put the gauges in your lap, put the reg in your mouth, place your hand over your mask and reg and lean back. It is much faster as many people can enter the water at once. Finally, to do a giant stride typically requires some sort of platform or ledge to step off of.
