This is possible because the man arranged the remaining eleven letters to spell out the word "nine."

The one he picked was keeping two from falling to the floor, so they fell and bounced behind man where he propped one picked.

The other eleven toothpicks were aligned to spell the work NINE...therefore, he had the number "9" spelled out and written as "NINE", using 11 total toothpicks!
