Based on where I live, I'd say she was in northern Alaska. Where, even if it was midnight in the summer you could read the by the outside light if the power went off.

either she is blind and reads braille, has night vision goggles, reads by moonlight, the book could be an audio one that you listen to on a tape, she has super powers, (running out of ideas here), the book is glow-in-the-dark, the power comes back on.
