The reason is because subconsciously people do this in order to protect themselves when something is falling on there head. this is instinct so people do it naturally. Also thy are expressing discomfort. If you have ever noticed animals do this too. This is acutely a good question! Are you going to choose best answer?

They are expressing their discomfort. Like when you get tickled and your reaction is to move away. They are shying away from the rain. It's a reaction.

They do it to keep their face from getting as wet. Probably doesn't do that much good, but, they're a little hunched over, so... I suppose it helps.
I am totally with you on this. Why do people rush in the rain? Why do they run? So the raindrops can hit them even faster? I do NOT run in the rain, your'e gonna get wet anyway. They look so stupid.
