it's not meant to be literal. it means: people who make a "lot of noise" (fuss, drama, try to be intimidating,etc..) rarely ever pose a real threat.

Dogs bark when they have fear. Dogs that overcome fear just go for their enemy. This is not a fact though.
When they bark people are running away from them which is why they don't bite.

On the other hand,dogs which barks are really afraid to bite a man and so pretends as if it is going to bite you but may not.
