it means that if you drop it into water at all, then it will dissolve cuz water makes things get softer and desolve.

salt? salt dissolves in water but you can't see it even though it's still there. heat the water and it evaporates leaving the salt behind. not sure if that answers the riddle. I'm just throwing it out there
