All the second numbers correspond to the number of letters when you spell out the first number.
1 = 3 because O, N, E -> three letters
2 = 3 because T, W, O -> also three letters...
3 = 5 becuase T, H, R, E, E -> has five letters, and so on, until....
11 = 6 because E, L, E, V, E, N -> six letters
12 = 6 because T, W, E, L, V, E -> six letters
