I have really tried to do this all day. (I have about 4,000 of those over here) I got up to 22 then I got distracted and bit it, then I got to 47 and I got tired. I'll try again, but dude! this takes a lot of patience!

It must be a fully salivated lick, with the tongue lubing up in the mouth once before emerging and swiping the surface of one side of the tootsie roll pop.
Unfortunantly, many people when trying to perform this come across multiple uncontrolable variables -exactly how much siliva excreted on their tongue(too sloppy, too dry), tiredness, rawness of the tongue, loss of tastebuds, headaches, distraction and lastly insanity when they give up and bite to the center.
My brother tried this, but resorted to merely bouncing the pop up and down on a extended tongue, only re-whetting it every once in a while -he came up with a figure around 6,000 licks- as you can see from the multiple answers here, it's difficult to even get an average.
So really -it's true! No one REALLY knows.
