15 divided by 3 = 5
15+5=20

15 dollars gets him 15 candies
He can now exchange all 15 wrappers to get 5 more candies

now from those 5 wrappers he can exchange 3 to get one more candy
=21
he can now use the 2 wrappers left from the previous 5 and combine it with the one he just got
