How disabled do you have to be to be classed DISABLED????

I know this is jokes, but this is where I hang out and I know you guys are good guys.
I am not usually controversial, opinionated or anything other than carefree, sometimes to my loss, but on the news a couple of weeks ago was a story of a baby boy born so severly disabled that both his mother and father had to give up work to care for him and the gov said the boy was not poorly enough for the parents to get any help.........this chap has half a face, no hearing, has to be fed thru a tube because he can't suckle, needs monitoring constantly because his own saliva could drown him......need I go on???
If I post a web link to petition Aussie government to re-think, do you think there are a few out there who could help this boy.
I am nothing to do with the family, it was a news article, but I'm a mother......and you are human beings.....Thankyou.
