Duncan M. MacDonald was recently registered to vote in King County, Washington. But few believe he will ever have the privilege. Duncan is an Australian Shepherd-terrier mix with shaggy paws and a glistening black nose.

He was registered by his owner, Jane Balogh, 66. But this self-described white-haired granny hasn't gone off the deep-end. Balogh says she did it to bring attention to lax registration laws and how easy it is to unlawfully get a ballot and possibly skew an election.

For her trouble Balogh may be facing a year in prison under charges of voter fraud. "I wasn't trying to scam an election or do anything fraudulent. I wanted to make a point. I thought maybe they'd even say, 'Thank you,'" said Balogh, an Army veteran.

Balogh put her telephone account in Duncan's name in early 2006. She then used a phone bill as identification to register him as a voter. During the process she signed a form stating that Duncan was a legitimate voter, which the base of the case against her, reported the LA Times.

For three straight elections Duncan received ballots which Balogh marked "void" and signed them with a paw print.

Amazingly enough, she wrote officials and explained her ruse, begging them to "fix the system," but Duncan kept receiving ballots.

Bobbie Egan, spokeswoman for the King County elections office, called Balogh's actions "an attack on democracy" and "a manipulation of the system."

Besides being prosecuted and possibly jailed Balogh is most perturbed that Duncan remains a registered voter.

I heard about this, and the sad thing is that people only seemed to be upset at her for doing this instead of worried about other people really doing this sort of thing.
