It's the story of Samson and Delilah, told from Delilah's perspective. According to the Old Testament, Samson had superhuman strength because of his long hair. Delilah is sent to him by his enemies to find out the secret of his strength, and when she does, she cuts his hair and he becomes powerless.
In the song, Delilah defends herself. She really loved Samson and believes she was misrepresented in the Bible (the Bible didn't mention us = the Bible didn't tell our true story). She believes she did the right thing when she cut Samson's hair, with his approval. But she was damned for it, and that's her downfall.
That's how I understand it. Lovely song.
