When NASA first started sending up astronauts, they quickly discovered that ballpoint pens would not work in zero gravity. To combat the problem, NASA scientists spent a decade and $12 billion to develop a pen that writes in zero gravity, upside down, underwater, on almost any surface including glass and at temperatures ranging from below freezing to 300 degrees Celsius. The Russians used a pencil.

it IS a joke, a funny joke. it wasn't meant to be investigated and scientifically analyzed for tiny flaws. It is a statement about our willingness as a society to forego no expense to find the most complicated and convoluted solution to a problem while often overlooking the obvious, most simple solution. obviously you guys have no sense of humor, when rodney dangerfield said take my wife please did you do a cost benefit analysis of his divorce? it's a freaking joke people. that's like saying that the what has four wheels and flies joke (a garbage truck) is not a joke because some garbage trucks have 6 wheels.
I think it's a funny joke. high five!!
