How do I stay in contact with a "shy" (???) Capricorn?!

Well almost 2 yrs ago I met a Capricorn guy through friends!. I am a Scorpio!. My friends said we'd make a heavenly pair and we do!. Well thing is I'm leaving, but I plan on coming back this year for work purposes, should I take the iniative to tell him I want to stay in contact or leave him be!? Usually I am very decisive and know what to do, but the man is very hard to read!. We've kind of been off and on, bc he is very slow in his approach, like he likes to play it safe and I've been very fast pace this year, especially in my social life- so I see him when I see him!. But now I am leaving and I don't know if I'll be back w/in 3 months or hell a YEAR!! But through the past 2 years we've built rapport!. Last time we were supposed to hang out was November! He called me and asked to go to his friends going away party!. I said maybe and didnt show up!. But this week he has called me and we did hang out and we have a warm chemistry as usual!. So my question to you is if he's not pursuing me hard!.core from a Capricorns pov is that pretty much a loss!? Or is it the other way around that he's the slow courtship type!? I think that I am fast moving for him and very direct (but he says that's what he likes about me)!. He asks me why dont I ever call him!? And I wonder if my free wheeling- out there personality confuses him about how I feel for him!. He seems insecure when I talk to him, he also apologized to me bc he said he had been in a very bad relationship before!. He also has accused me of ignoring him and hating him!. I like him bc he's soooo reliable and honest, but it seems that he gets hurt easily and I dont want to do that!. I hope that's not the case, bc I'm not familiar with slowing down and tending!.!.!. I guess you can say I'm used to breaking the other guy down to communicate first!. It's not my ego I just dont know how!.

Okay bottom line is!.!.!.!. since I can't read him and for 2 years! I can't seem to stay focused enough to pursue him long enough, how do I approach this Capricorn!? Is this their normal behavior and what does it usually mean!?

HOW DO I GAIN THIS CAPRICORNS TRUST!? (Is that what I am trying to do!? or am I not seeing sth here and he's playing me!?)
