During this period you may find yourself surrendering or letting go of many things (material goods, relationships, principles) that were once very important to you, and even may still seem so!. Your inner structure as a human being is changing, and it can make you feel insecure and as a result, you may try to hold on to the past because it is familiar and seems safe!.
It is a time when your personal goals may need to be put aside to cooperate with other groups!. You may find yourself frustrated with the responsibilities of a person in your life who is poor, ill, depressed, overworked, or otherwise dependent on you!. This is a time when being frugal and responsible will yield the best results!. There is no real point in fighting against it!. I have some thoughts on the transit pluto oppo natal saturn
I remember your saturn is in cancer in the 11th right !?, so pluto is entering your 5th house!. Since the 11th represents the shaking of the ego , friendship and public association , naturally ruled by Uranus ( all impersonal affairs ) , and the 5th which is naturally ruled by the Sun, which represents personal joy, creativity , pleasure ( personal affairs ), transit pluto to saturn maybe asking ( well, probably not asking, but forcing ) you to let go of what your saturn is clinging on ( especially when it is in cancer ) , since saturn is in detriment, it would be harder for you to abandon your impersonal business ( you might have probably been caring too much for friends or the public, much to the detriment of your own personal desire )!. So I would think it is time for you to start enjoying yourself , i!.e being involved more with what the 5th house stands for!.

I'm trying to understand if you are asking about the transit through a specific chart, or if you're asking about the influence on events which involve the masses!?
When I first started studying astrology, the older astrologers from the late 19th and early 20th century had "the masses" as one of several keywords for Pluto!. I've noticed that anyone who has an ability to sway or influence the masses usually has a prominent or strongly aspected Pluto in their chart, so I do think that this keyword is accurate!.
If you are discussing how this will influence in personal charts, then it would greatly matter which houses are involved!. Pluto is also upheaval and regeneration!. I think of Saturn as the energy we use to clean up our acts and become self-disciplined, organized and do away with chaos and wastefulness!. Saturn is about maturity, and it separates the amateurs from the professionals in regards to the lessons which need to be learned!.
Keeping all that in mind, I would say that with the opposition of these two planets, there's going to be some destruction, reassessing and rebuilding in the specific signs and houses involved!. There will be sobering events on both a personal and greater public level which will dampen the spirits and libido!. It's definitely going to require facing reality, making necessary eliminations, and then rebuilding!.
