It means that poor Timmy smoked way too much pot, and dropped WAY TOO MUCH ACID in his middle-aged, "I wanna be young like the kids" years!.

The guy was like one of those creepy high school teachers who oogle the young girls and try to use "hip" expressions, and sometimes give kids grades they don't deserve in an effort to ingratiate himself with them!. He was so DESPERATE to be perceived as "cool!."
