Hahaha! Cute question!. I don't think this exists!. I <3 Gems but can't say they have few negatives!. I like Scorpios but I have my complaints!. There are always positives and negatives with each sign!.
There is no best! There are preferences maybe!. I notice that when you are of a compatible element you have more tolerance for the negatives that that sign might have!. But the negatives are still there!.
I find that I have more understanding for people with more Air and Fire in their chart although I have understanding for people in all elements Fire & Air are easier for me to relate to!.
If the person is Water and Earth but has more Air and Fire in their chart that also is great!.
That is just my perception anyway!.
I don't exclude anyone on the basis of them being any particular sign!. I treat everyone as an individual and let them show who they are on their own merit- I am not a fan of those who are quick to judge!.

As a Gem, my first answer off the top of my head is Sag!. I have gotten along with a Sag better than most other signs male or female (Libra, Scorpio, Leo, Virgo, Gemini, Cancer, Capricorn, Taurus) that I have known!. No relationship is ever perfect, but Sag is sometimes a good comedien and didn't know it concerning every subject they talk about and the way they carry themselves when they are speaking!. We want them to get to Saturday Night Live right away, cause they will make big money there!. They are also sinsitive!. They are childlike when appropriate!. Oh they are just wonderful, though not perfect!.!.love to argue!.!. I could go on!.!.!.!.!.I love my Sag!. It definitely does depend on what you see as negative!.
I would say Capricorn!. The only negative things about them is that they are pessimistic, fatalistic, miserly and grudging!.
