Regardless of other details i think The Scorpio with a Leo Ascendant Would make a better leader , why!? because the Sun sign represents you , while the Ascendant represents how you look and act with people, from here i think that Scorpio would make a better leader because he'll have the twisted smart ways of thinking and getting what he wants , and on the other hand he will have the gracious outer look of the Leo!.Www@Enter-QA@Com
Of course the entire chart would have to be reviewed before you can determine which person would truly make the better leader!. However, if this is the only information (as vague as it is) available; given these 2 positions I would select the Scorpio with the Leo Ascendant!.
My determination was based by positioning the signs to see which houses these signs would influence!.
1!. The Leo Ascendant person would have Taurus in the Midheaven (which is how they appear to the public) and this person would seem more determined, down-to-earth, stable, etc!.; which would give the public assurance that this person can lead!.
2!. The Scorpio Ascendant person would have Leo in the Midheaven and this person would seem more charismatic, have a smooth way of talking and in general be more likable on the surface!. All of this actually would give the public the appearance that they can handle the job, but most of their persona is more of an "ego trip" and this person wouldn't have much substance as a leader!.!.!.!.
