the rising is the sign *east of the horizon* at the exact time you were born!. If you're born at sunrise, the rising will be generally the same as your sun sign (your star sign), at sunset it will be the opposite sign!.
For example: I'm a scorpio!. Would I have been born around 8 am (sunrise), I would have Scorpio rising!. Would I have been born at sunset (forget the exact time of sunset on the day I was born), my rising would be Taurus!.
I'm in fact a scorpio with sagittarius rising, because I was born around 9:30 am, an hour and a half roughly after sunrise!.
The rising moves 1° roughly every 4 minutes!. Depending on the hemisphere and distance from the respective pole for that hemisphere, some signs will get only 30 minutes in rising, others 3 hours!. If you're born *on* a pole, during summer or winter, some signs simply never get the chance to rise ~ but that's another matter!.
So, what you need to know to find out your rising is your date of birth, place of birth (which is important to find out how long it would have taken each sign to rise on that day), and the time of birth (this is most important, without your time of birth you can't possibly find out your own rising!)
