Dear Sir/Madam,
I'm a male born on 1983/09/22 at 17:46 Colombo, Sri lanka!.
Some astrologers say my singn is Meens (Pisces) & some say it's Kumba (Aquarius) !!!
I went for a local astrologer & found this:
* My birth time 05:46 pm gives lagna as Meena, but nawamsaka as Kataka which they say is a female nawamsaka!.
* Therefore some astrologers use to change the time a little bit to get a male nawamsaka!.
* Thus thay have made it for 05:45 pm which gives Kumba lagna with mithuna nawamsaka which indeed result in kuja dosha !!!
What do you think of this!?

If your time of birth is 17:46 is true than your birth ( rising, ascendant, lagna ) sign is Pisces ( Meena ) 00:20:37 and your nawmanska is Kataka ( cancer )
I check it not only one but many of Horoscope software again N again, that your lagna is pisces ( meena ) ,
You have not kuja/ Manglik dosha in your chart because your kuja/ mangal is situated in 6th house,
Yes this is true that you were born at the time when the pisces ( meena ) sing is rising it's too closed to Aquarius, only 1 minute,
if you were born 17:45 your lagna sign Aquarius your nawmanska Gemini ( mithuna )
