A chart ruler typically signifies the ruling planet that begins the allocation of Houses in your chart, so it should be the planet ruling the Ascendant!.

Chart ruler is usually the strongest ruling planet in the chart!. It traditionally is the ruler of the ASC!.
Check for exaltations, and if the planet also conjuncts the Mc!.
For me, it's simple because my ruler of ASC is also conjunct the MC, sitting in it's own house, !.!.!.!.

One thing is sure, any planet close to the Midheaven , or the highest elevated planet is the chart ruler!.
Then comes the Ascendant if their is no planet inthe MC!.

Mercury should be my chart ruler and trines Uranus but, NO,Uranus rising is part of 3 Grand Air trine with Moon/ Sagittarius making a perfect Kite and I used it as a release point due to its oppisition Uranus!.
I am a publisher (Aquarius) and travel all over (Sagittarius) and own the business (Aquarius in MC)
