In a philosophical sense, "why" any planet is exalted (or in fall for that matter) is beyond me. I'm not sure, but I believe it has something to do with the nature of the planet in respect to the nature of the sign. They mesh well.
Any time a planet is exalted it shows that although the planets energies are not expressed with ease like in dignity, they are still quite harmonious. Sort of the feeling like when things don't go as planned but still they turned out fine.....this is the feeling we get from exaltation. Not a final depositer, but still a great placement. There seems to be argument over if dignity is stronger than exaltation, but again....in my opinion and from experience, neither is stronger. Different is the word. They are expressed differently.
Uranus is an outer planet and thus, has little affect on individuals in terms of sign placement. However, if uranus is prominent in the chart, it is stronger and has greater emphasis and meaning. In scorpio we see drastic and even profound change in the house uranus is in. In the first of course we see major personality changes throughout life, often these changes are sudden. Since the 1st house is associated with the ascendant, expect many changes in looks as well. This is a placement concerning intense emotions, particularly if the moon aspects uranus. Your temper can be fierce and you may feel compelled to change things regardless of consequence. As you learn to use your energy constructively, you learn to consider situations logically instead of making hasty decisions.
