Question: I would like to know that since my ascendant is that late into the sign what decan would that be?Would i have traits of scorpio as well as libra in me, and which sign since i am that close to the cusp would i resemble more physically?

You libra rising belong to the 3rd decan which is co-ruled by Mercury.
Aside from the libra rising appearance and traits , under mercury influence, you love to write, read and talk, and communicate with most people on various levels. It is really probable that you appear much younger than your actual age in the eyes of other people ( which is true because according to your previous questions, you did say you appear very young ) . With mercury influence, you are likely to get bored easily and always on the go to find something interesting to do. However, you should sometimes try to focus on subject rather than scattering your energy on so many subject at the same times .
You libra rising is at 28 degree 58 which is very close to the next rising scorpio . I am not sure if this is the case for you, so I will tell you what I know . My libra is at about 1 degree 50 which is just pass virgo rising a few minutes time. And I inherit some of the virgo traits, though not as strong as libra traits , they are still there. I sometimes am an obsessive cleaner ( especially when it comes to the bathroom, the house, kitchen ) , I can ask so many questions about something , I tend to over worry about the nutrition intake, eg. vitamins , protein.....because i cant bear the idea of over-indulgence ,lol. However, I am still definitely a Libra rising on so many levels. So if you sometimes think back and find in yourself you have done something a scorpio would do , in a mild level , then yes, congratulations, you have inherited some of the scorpio traits.
In my opinion, you woud look like a Libra with mercury influence ( do you use alot of hands gestures when you talk , if yes , its mercury ) , this combo gives you an even more younth-ful appearance and an even appearance on your , otherwise a " good-looking " attractive feature. This is more intensified if you have your Asc conjunction jupiter or venus.

also, the sun may show influence, and mars as well... aspects between mars and ascendant really show physical appearence..
example, my mars sagittarius trines my ascendant aries, and im very big in both size and stature :P (well i am a mars guy anyways, so its an even bigger influence)
