yes ; any planet at 29 degrees or 1 degree is very strong.
I haven't had much of a good result with these terms. I use sidereal astrology and I have a great book about each of the 360 degrees and how they mean something. I find that much more accurate. I forgot the name of the book....but I sure a google search will help.
