I suppose a lot has to do with the ancient mythological symbol of Capricorn depicted as a half-goat with a fish tail.

This seems to be the work of the opposite signs/elements on the zodiac wheel at play. Underneath the seemingly cold, nonchalant and emotionally cut off facade lies a Soul that craves for warmth, affection and love.

It has been said that before any sign can hope to have a successful relationship, it has to incorporate the opposite sign's traits first. Even more so for Capricorn which tends to slip into the superficial trappings of the material realm very easily if they're not careful (through workaholic tendencies, control, rigidity).

Without getting in touch with this feeling side of himself, Capricorn are prone to become miserly, moody, pessimistic individuals. Hence, the Watery part of the goat symbolizes all the great potential that lies just beneath the surface, a great treasure to behold, so as to speak.

Though it is not specifically mentioned in this very thorough site about the ancient history of astrology, I'm sure it can be attributed to the MULTIPLE transitions that astrology has been through in it's many adaptations in it MANY countries.
