I personally don't think charts are "better" or "worse" than others except in extreme cases like Henry Landu or Charles Manson. Who knows if, even with proper help (counseling, therapy, surveillance, etc.) they could have been good people.
The first chart seems to have lots of harmonious aspects which can sometimes limit a person to their full potential. They might find life easy and never truly learn how experiencing difficulties can make you a better and stronger person.
Overall, they look like interesting charts, but it all depends on the person. The person on the bottom seems to have a tiny bit more variety in terms of the planets being in different signs. But that doesn't mean good or bad.
Mars in Scorpio, for example, may need to learn moderation, they are either on or off in terms of expression of energies. This can be difficult in younger years.
Yet Mars in Gemini (which I have) can be difficult because you have the tendency to spread your energies too thin, doing too many things at once and rarely finishing what you start. They would need to learn persistence (a strong Saturn would help in this case).
