you cant get anything for free
Garage sales, flea markets, thrift stores, eBay. You may not be able to get it free, but you might be able to purchase tarot cards for a very low price. I purchased mine at Barnes & Noble but it was kind of expensive
you probably won't be able to get them for free unless you know someone who can giv eyou a set.. but look around at thrift stores, or garage sales and you might be able to find something. even check out different book stores, i paid $40 for my current set, and not long after one of my friends went to a different bookstore and picked up the same set for under $10 - it's just a matter of keeping your eyes open.
Do not buy used tarot cards.
Sites that offer free tarot readings are computer generated. You'd get better insight by thinking of a question and open a book at random then reading the first thing you see. At least you would have a little bit of control over that. And it's free.
You probably won't be able to find them for free, but you can make your own deck with some good quality paper and a template of the different cards (you can find loads of different pictures online, just type it into google images). But if you buy a set (large bookstores usually have some) then they will come with instructions, and if you are just starting to read cards, you might like to have them.
I don't think there's anywhere to get them for free. They cost at least $20 brand new and the prices go up from there. There are a few new age stores and even a health store that I know of that sells them. Look in the phone book under "metaphysical" in order to find these types of stores.
