It's VERY rare for them to say so.
Scorpios dare to show that they love you, tell others that they love/like you BUT when confronting them, they use other words and gestures to say they love you.
If you say you love them, they rather use the word like or use their body language.

I think so... Only when he/she ABSOULTELY KNOWS that the person they're saying it to is "the one". Scorpios are pretty cautious with their feelings, letting their guard down, and being vunerable... Actually most people are like that, especially guys.
He might wait for you to say it. Scorpios are thought of as mysterious for a reason. They are secretive and they are highly protective of themselves and their feelings. They do not like to feel vulnerable. Saying it first would be putting themselves in an position of vulnerability and thusly leaves them open for possible hurt. Something they're definitely not keen on.
If you say it, you better mean it. That's all I can say. If you don't and they find out - run. And run FAST.
I'm pretty sure it's a no, especially if he knows you're pressing him to do so. He will show it to you in other ways. Look for devotion rather than sweet words. A scorpio in love will never really look at another girl, or even if he does, the line is drawn then and there.
Scorpio is the silent, strong, mysterious type.. and unless he has a moon in pisces, or even ifhe does, he may not say it.

From personal experience they may love you but will probably wait for you to say it first. Scorpios are not the type to put themselves out there to get hurt.
I've known my partner since we were in grade school. We were together in high school but were young so for the next 11 years we went on to live our lives (school, changed cities, moved back, got married and divorced, etc). We finally reconnected 3 years ago. Immediately, I kinda knew how he felt although he never verbalized it. One day I said to him, "This might scare you away but I'm in love with you." I honestly thought he would pull away from me cause I can be clingy and jealous (and all the other things Cancers can be) but he just looked at me and said, "I'm really flattered. So you thought that would scare me?" For the next couple weeks I didn't see or hear from him much and was pretty bummed then out of the blue he popped up and told me he thought he was falling in love with me. An hour later, he confessed that he was in love with me and had been since I was 15 (I'm 32 now). Since then, he tells me occasionally and does lots of little things that show me he loves me but when he's in one of his emotional, talkative, reflective moods he really lets me know exactly how he feels.
