if you want to know what the individual parts of your chart mean, it can be very helpful to go to a website that offers free interpretations, such as cafeastrology or astro.com. Another great method is to type up the specific item in google or yahoo- something like "natal venus in libra" would probably yeild quite a few results.
As a scorpio with pisces ascendant and moon in libra, it's fair to say you're probably very, very romantic. You might have some problems or delays in relationships, generally speaking, considering that your saturn is in libra. But I suspect relationships rank higher on your priorities than on most peoples'.
With a little digging you could find out a lot more!
