i doubt that, scorpio risings always attract the wrong kind of people.
if you want deep and intensity, and willpower its Scorpio sun your talking about, and they inherit these traits in their core self. rising signs have a very different effect.
scorpio risings are strong but this tends to scare some people away and it attracts violence.
If you ask me I would say Libra or Saggitarius rising.
they both give handsome/beautiful faces, positive outlook in life, great constitution, Libra gives charm and social graces on the individual and Saggitarius gives luck and fortune in life.
both signs tend to have their life easy
