No, your mercury is ALL capricorn no matter which degree it's in, as long as it's in the sign of capricorn. You might have trouble learning though because the 29th degree is an anaretic degree, which weakens the planet considerably.
edit: just going by websites then that's what they say, but I'm not sure and it could be wrong. Do you?

-Except I don't agree with number 2 which says it shows the traits of the next sign. It's still the same sign altho at the end.
edit 3: one last thing, I could be wrong, as I've just deduced it based on me hearing that the 29th degree was hazy and weak, so I thought therefore if mercury was placed there, that it would weaken the thought process, but I'm not 100%, so... yeah, that's up to you to decide if that's true or not.
